In an effort to measurably improve UNICEF's ability to deliver better results for children, and to also support the Human Resources transformation strategy, the Division of Human Resources (DHR) is embarking on a transformational process in a number of key areas, including a robust performance management and career development and a fast and effective talent acquisition, management and recruitment. DHR in New York Headquarters (NYHQ) is looking for a Communication Specialist who can help the Division engage various internal audiences and communicate its work effectively to all stakeholders. 

The position is located in the Division of Human Resources, reporting to the Chief, HR Capacity Building and Learning Coordination, and closely working as part of the OneHR network. The Section provides services to orient personnel in their roles as well and transform their skillsets and competencies to ensure they meet the organizations needs to deliver on its strategic plans. In a decentralized learning environment, the function ensures that Capacity Development initiatives are coordinated and are aligned, capturing and disseminating innovation and best practices. It would also ensure that HR priorities and transformation efforts are appropriately articulated and disseminated Organization wide.

Purpose of the Position

Under the guidance of the Chief of the Capacity Building and Learning Coordination Section, the Communications Specialist provides technical and operational support in developing, implementing and monitoring communications and engagement strategies and associated activities/products to raise awareness on the HR transformational initiatives supporting the organizational culture change, and to mobilize stakeholders to engage and contribute to DHR activities. S/he will work closely with all units within DHR as well as HR functions globally. S/he will also work with other relevant HQ divisions such as Division of Communications, and Division of IT Solutions and Services. 

Key Accountabilities and Duties & Tasks

  1. Support to development of communications and engagement strategies
  • Contribute to the development, refinement and updating of DHR's communication strategy associated with is work plans and priorities to include: an environmental and stakeholder assessment and consultation as agreed, ensuring objectives; target audiences; messages and media mix; resources; specific actions, activities and products are aligned and monitoring and evaluation of impact; success and opportunity for improvement.
  • Assess trends and stakeholder interests and collect/analyse information/data to develop DHR strategic communications and engagement initiatives and related activities.
  • Plan and integrate digital communications approach and products as well as new approaches e.g. social media as part of the communications strategy.
  • Prepare materials and related documentations for DHR communications and engagement strategies and plans.
  1. Implementation of communication and engagement activities
  • Coordinate a holistic HR outreach exercise; carry out media, information and other engagement activities, in close cooperation with other communications colleagues as well as with DHR teams and global HR functions.
  • Craft/prepare and disseminate impactful and attractive communications and media materials for various audiences and multiple media format.
  • Conceptualize, design, and execute digital initiatives for DHR's key audiences.
  • Monitor and evaluate efficacy/outcome of communications and engagement activities.
  • Contribute to the branding of UNICEF as a good employer by supporting the development of materials for identified recruitment campaigns.
  1. Technical and operational support
  • Provide editorial and operational support for HR internal communication and employee engagement efforts across multiple channels; draft various reports.
  • Act as a communication focal point; support communication coordination with other HQ Divisions and Regional Offices on media strategies, approaches, and policies;
  • Perform other technical and operational support as required.
  1. Innovation, knowledge management, and networking
  • Implement innovative practices, approaches, latest technology on use of multiple media and social and digital platforms for communications and engagement that are appropriate/available for DHR context and audience.
  • Institutionalize and disseminate best practices, knowledge products and knowledge learned with partners and stakeholders.
  • Identify, establish and maintain network with strategic stakeholders to communicate DHR's achievements to ensure their engagement, interests and support.

Qualifications of Successful Candidate

  • An Advanced University degree in communications, journalism, public relations or other related social science field is required.  A first level university degree (Bachelor's) in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.
  • Training in strategic communication is highly desirable.
  • A minimum of 5 years of professional relevant experience in areas of external relations, journalism, communications and public advocacy/affairs and digital communications. Experience of working in development and humanitarian related areas in a similar international organization would be an advantage.
  • Strong skills in communication planning and experience in strategic communication would an advantage.
  • Experience in change management communication and using internal communication/employee engagement as part of organizational transition is highly desirable.
  • Understanding of UNICEF's work in the field is also highly desirable.
  • Relevant experience in related areas in UN system is an asset.
  • Track record of innovative use of multimedia and social media to reach, engage and interact with a range of audiences and internal and external stakeholders in diverse geographical locations is an advantage.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset.
