The context – The Pacific Community Strategic Plan 2016-2020 emphasises the importance of SPC strengthening engagement and collaboration with members and partners. The MRO provides an important presence for SPC in the North Pacific, enabling SPC to gain a clearer understanding of its northern members’ priorities, values, cultures and context, and to ensure meaningful engagement and impact. The office is currently responsible for engagement with the Commonwealth of the Northern Mariana Islands, the Federated States of Micronesia, Guam, Marshall Islands and Palau.

The Finance Officer will provide support to the Director MRO in the management of the finance and risk functions of the office.

The position will also encompass the following responsibilities:

  • Provide advice to the Director MRO on the MRO budget, and manage any audit or other financial risks.
  • Undertake financial administration of all funds received by MRO projects and programmes.
  • Process payments in a timely manner in accordance with SPC policies and processes.
  • Provide finance support to project teams.
  • Work with corporate finance to align MRO systems with SPC systems and improve efficiency.
  • Work as part of a team, supervise staff, and perform other additional duties as assigned.


Key selection criteria

1. Qualifications

  • A bachelor’s degree in accounting, business, commerce, public finance or a related field.

2. Technical expertise

  • At least five years of experience in public and/or private sector financial management.
  • Demonstrated knowledge of, and experience working with accounting systems in large organisations.

3. Essential skills

  • Strong planning and organisational skills, including the ability to manage a number of competing priorities.
  • Proven track record in, and commitment to mentoring and capacity development.
  • Strong interpersonal and communication skills, and ability to liaise in high-level environments.
  • Proven ability to liaise effectively in a multicultural environment, with a shared commitment to equity in the workplace.
  • Strong working knowledge of computerised accounting systems and Windows.

4. Language skills

  • High level of proficiency in English, with a working knowledge of French being an advantage.

5. Interpersonal skills and cultural awareness

  • Strong interpersonal skills.
  • A team player with the ability to network and work effectively in a multicultural setting.
  • Cultural sensitivity, and a demonstrated understanding of developing country environments, with knowledge of Pacific Island countries and territories being an advantage.


Salary, terms and conditions

Remuneration – The Finance Officer is a Band 8 position in SPC’s 2016 salary scale, with a starting salary range of 2,480–3,034 SDR (special drawing rights) per month, which currently converts to approximately USD 3,448–4,218 (EUR 3,136–3,837). An offer of appointment for an initial contract will be made in the lower half of this range, with due consideration being given to experience and qualifications. Progression within the salary scale will be based on annual performance reviews. Federated States of Micronesia nationals employed by SPC and stationed in FSM are subject to income tax.

Contract duration – 2 years (until end of December 2018)
